Brussels – October 8, 2025

The project aims to implement e-CODEX and the JUDEX platform for the secure digital transmission of judicial and extrajudicial documents in France, Belgium, Portugal, Greece, Romania and Luxembourg.

🎯 By the end of the project, all 6 countries will be interconnected and ready to use JUDEX in practice.

Luxembourg - September 18, 2025
πŸ“ Held in Paris at the Chambre nationale des commissaires de justice premises, the meeting highlighted key milestones and challenges to advance secure digital exchanges between judicial officers across Europe via the e-CODEX system.

βœ… Progress on deliverables and finalization of gap analysis reports.
πŸ“… Next steps: Full deployment and user training scheduled for April 28, 2025.

The Hague - 13 march 2025
The third Steering Committee meeting of the JODES project marks a major milestone as we approach the 1 May 2025 deadline, when electronic service of intra-European documents will become mandatory under Regulation (EU) 2020/1784.
πŸ”Ή Objective: ensure the effective integration of the e-EDES portal with the e-CODEX infrastructure, both essential components for secure cross-border judicial exchanges.
πŸ”Ή Challenges encountered: 
βœ… The complexity of data requirements for the Court Database (including the integration of competences and geographical definitions).
 βœ… The introduction of the eedesID, a unique European identifier for bailiffs’ offices.
βœ… Difficulties related to the registration of e-CODEX access points. With these challenges now addressed, our consortium remains fully committed to delivering the project successfully.

We are pleased to announce the third Steering Committee meeting (Steering Committee 3) of the JODES project, which will take place on Thursday, 13 March 2025, in The Hague.

This meeting will gather all project partners to assess the progress achieved since the previous committee, discuss key milestones, coordinate the next phases of implementation, and strengthen collaboration across the consortium.

It will be an important step to ensure the project remains aligned with its strategic objectives and expected outcomes.

Florence - September 18, 2024

Major milestones reached for the JODES Project! πŸš€ We met on 18 September for our second Steering Committee meeting, kindly hosted by the Consiglio Nazionale delle Ricerche. As a reminder, the JODES project aims to support bailiffs and judicial officers in the effective implementation of the cross-border service of documents in accordance with Regulation (EU) 2020/1784, through the e-CODEX infrastructure. Our goal is to be fully operational by May 2025. 🎯

πŸ“Œ Organisation of the first Steering Committee in June, during which we presented the operational solution developed by the consortium for the deployment of the e-EDES portal and the e-CODEX infrastructure

1st steering committee

Thessaloniki - June 19, 2024

On 19 June 2024, the JODES consortium met in Thessaloniki (and online) for its first Steering Committee meeting, marking a crucial step towards full compliance with Regulation (EU) 2020/1784 on the cross-border service of documents through e-CODEX and the e-EDES portal by May 2025

Key highlights of the meeting: 
βœ… Confirmation that the use of e-CODEX and the e-EDES portal is mandatory for cross-border service of documents in civil and commercial matters
βœ… Presentation of the global technical architecture by Nowina (Court Database, eTranslate, CMT, PKICloud, Keycloak, e-CODEX & Reference Implementation Portal)
βœ… Live demonstration of the e-CODEX access point and e-EDES system by AUTH experts
βœ… Agreement on a secure, interoperable and distributed model, allowing each partner to operate its own dedicated environment
βœ… Definition of next operational steps, including the designation of technical and functional contact points by each partner

This initial meeting will be a key milestone in the project, bringing partners together to launch the governance process, align on the roadmap and initiate the technical coordination required for the implementation of e-CODEX and the e-EDES portal, in line with Regulation (EU) 2020/1784.

The Steering Committee will mark the official start of the operational phase of the project, laying the foundations for a secure, interoperable and efficient system to support the cross-border service of judicial and extrajudicial documents by bailiffs and judicial officers across the European Union.

Save the date : Opening Conference – JODES 

We are pleased to announce the Opening Conference of the JODES project, which will take place on Wednesday, 20 March 2024, in Brussels.

This conference will officially launch the JODES project and bring together representatives of bailiffs and judicial officers, institutional stakeholders and technical partners to present the project’s objectives, timeline and expected impact.

JODES aims to support bailiffs and judicial officers in the effective implementation of the cross-border service of documents, in accordance with Regulation (EU) 2020/1784, through the use of the e-CODEX infrastructure and the e-EDES portal.
The conference will provide a first overview of the technical solution and the collaborative approach adopted by the consortium.
