📢We are delighted to announce that the closing conference for the JODES project, co-financed by the European Commission, will take place on December 17th, in Brussels (and also online).
As a reminder, the project aimed to install the e-CODEX infrastructure and the eEDES portal in various European professional organizations, to enable bailiffs/judicial officers/enforcement agents from several member states to carry out electronic service of intra-European documents.
After two years of lengthy technical installations, it is with great joy that we announce that the project is coming to an end.
We therefore hope that many of you will attend the presentation of the results.

Brussels – October 8, 2025
The project aims to implement e-CODEX and the JUDEX platform for the secure digital transmission of judicial and extrajudicial documents in France, Belgium, Portugal, Greece, Romania and Luxembourg.
✅ France has successfully completed all tests.
🇧🇪 Belgium is in the final stage of implementation.
🎯 By the end of the project, all 6 countries will be interconnected and ready to use JUDEX in practice.

Luxembourg - September 18, 2025
📍 Held in Paris at the Chambre nationale des commissaires de justice premises, the meeting highlighted key milestones and challenges to advance secure digital exchanges between judicial officers across Europe via the e-CODEX system.
🔑 Key outcomes:
✅ Progress on deliverables and finalization of gap analysis reports.
📅 Next steps: Full deployment and user training scheduled for April 28, 2025.
🚧 Challenges: Data validation and seamless integration of access for Member States.
📢 Save the Date – JODES Steering Committee No. 4
The next Steering Committee meeting of the JODES project will take place on Thursday, 18 September 2025, in Luxembourg (65 rue d’Eich, L-1461).
This session will bring together all project partners to review progress, address the final implementation milestones, and prepare the concluding stages of the initiative.
A detailed agenda will be circulated shortly to all participants.

The Hague - 13 march 2025
The third Steering Committee meeting of the JODES project marks a major milestone as we approach the 1 May 2025 deadline, when electronic service of intra-European documents will become mandatory under Regulation (EU) 2020/1784.
🔹 Objective: ensure the effective integration of the e-EDES portal with the e-CODEX infrastructure, both essential components for secure cross-border judicial exchanges.
🔹 Challenges encountered:
✅ The complexity of data requirements for the Court Database (including the integration of competences and geographical definitions).
✅ The introduction of the eedesID, a unique European identifier for bailiffs’ offices.
✅ Difficulties related to the registration of e-CODEX access points.
With these challenges now addressed, our consortium remains fully committed to delivering the project successfully.

📌 Technical meetings and adjustments to ensure proper data integration
📌 Preparation for system onboarding and practitioner training
A live demonstration confirmed that the portal is simple and intuitive to use, although dedicated support will be essential to ensure smooth adoption.

Major milestones reached for the JODES Project! 🚀
We met on 18 September for our second Steering Committee meeting, kindly hosted by the Consiglio Nazionale delle Ricerche.
As a reminder, the JODES project aims to support bailiffs and judicial officers in the effective implementation of the cross-border service of documents in accordance with Regulation (EU) 2020/1784, through the e-CODEX infrastructure. Our goal is to be fully operational by May 2025. 🎯
Key achievements from the first 9 months ✅
📌 Successful organisation of the Kick-Off Meeting on 1 February
📌 Opening conference with more than 90 stakeholders in March
📌 Selection of a service provider for the implementation of our infrastructure
📌 Integration of new bailiff and judicial officer organisations into the project
📌 Organisation of the first Steering Committee in June, during which we presented the operational solution developed by the consortium for the deployment of the e-EDES portal and the e-CODEX infrastructure
📌 Drafting of our first technical deliverable: a feasibility report outlining a structured deployment model
While significant progress has been made, we are also approaching some challenges — in particular, the integration of the new Court DataBase (CDB), a key component of the eEDES system.

On 19 June 2024, the JODES consortium met in Thessaloniki (and online) for its first Steering Committee meeting, marking a crucial step towards full compliance with Regulation (EU) 2020/1784 on the cross-border service of documents through e-CODEX and the e-EDES portal by May 2025
Key highlights of the meeting:
✅ Confirmation that the use of e-CODEX and the e-EDES portal is mandatory for cross-border service of documents in civil and commercial matters
✅ Presentation of the global technical architecture by Nowina (Court Database, eTranslate, CMT, PKICloud, Keycloak, e-CODEX & Reference Implementation Portal)
✅ Live demonstration of the e-CODEX access point and e-EDES system by AUTH experts
✅ Agreement on a secure, interoperable and distributed model, allowing each partner to operate its own dedicated environment
✅ Definition of next operational steps, including the designation of technical and functional contact points by each partner
