JODES Closing Conference

⏳ After two years of intensive work, the JODES project is coming to an end!

📅 We are pleased to invite you to the closing conference, which will take place on 17 December 2025.

📘 As a reminder, this ambitious project aimed to implement Regulation (EU) 2020/1784 through the deployment of electronic service of intra-European documents.

💻 Specifically, JODES made it possible to install the e-CODEX infrastructure and the eEDES (JUDEX) portal within several professional organisations in Europe, thus giving bailiffs, judicial officers and enforcement agents the possibility to serve documents electronically between Member States.

🤝 After two years of technical efforts and fruitful cooperation, we are happy to share with you the results and perspectives of this major European project.

JODES: Third Steering Committee

The third Steering Committee meeting of the JODES project represents a crucial milestone, as the main objective of effectively integrating the e-EDES portal with e-CODEX, in compliance with Regulation 2020/1784, is rapidly approaching.

The 1 May 2025 deadline (mandatory electronic service for intra-European documents) remains a key target. It is essential to maintain focus and alignment of the teams in order to meet the project objectives by this deadline.

The implementation of e-CODEX and the Reference Implementation System (RIS) is crucial for cross-border judicial exchanges. However, several unexpected challenges have emerged:

  • Complexity of the data requirements for the Court DataBase: additional data such as jurisdictions and geographical definitions had to be integrated.

  • Introduction of the eedesID: a unique European identifier for offices has been introduced.

  • Registration of access points.

These obstacles have not slowed down the consortium, which remains determined to successfully deliver the project.

The next steps include the finalisation of the upcoming reports, the continuation of technical meetings, and the resolution of issues related to data integration and system registration.

A live demonstration showed that the portal will be easy to use, even though training will be required for practitioners so that they can use it properly.

On 1 May 2025, electronic service must be operational!

JODES: Second Steering Committee

Decisive progress for the JODES Project!  🚀

We met on 18 September for our second steering committee, hosted by the Consiglio Nazionale delle Ricerche.

As a reminder, the JODES project aims to support bailiffs and judicial officers in the effective implementation of the cross-border transmission of their documents, in accordance with Regulation 2020/1784, via the e-CODEX infrastructure. Our objective is to be fully operational by May 2025.


Key achievements of the first 9 months:

  • Organisation of a successful kick-off meeting on 1 February

  • Opening conference with more than 90 stakeholders in March

  • Selection of a service provider for the implementation of our infrastructure

  • Onboarding of new bailiff and judicial officer organisations into the project

  • Organisation of the first steering committee in June, during which we presented the operational solution developed by our consortium for the deployment of the e-EDES portal and the e-CODEX infrastructure

  • Development of our first technical deliverable: a feasibility report describing a structured deployment model


Although we have made significant progress, we are also facing challenges, in particular the integration of the new court database: Court DataBase (CDB), an essential element for the eEDES system.

The opening conference of the European Commission co-funded JODES project: a promising initiative for the modernisation of justice

On 20 March, EUBF held the opening conference of its new European project, JODES (Judicial Officers Data Exchange System). This ambitious project aims at the effective implementation of European Regulation 2020/1784 through the deployment of electronic service via the e-CODEX infrastructure and the e-EDES portal. The event brought together a very wide range of partners from many Member States of the European Union, thus demonstrating a collective commitment to the modernisation of the profession of bailiff and judicial officer.

The conference benefited from the presence of distinguished speakers, reflecting the scope and importance of the project. Mr Alain Pilette, from the Council of the European Union, opened the proceedings alongside Mr Cristian Nicolau from the European Commission. These leading figures laid the foundations for the day by highlighting the objectives and ambitions of the JODES project.

The discussions then focused on the technical and legal aspects of Regulation 2020/1784, as well as on the tools and platforms that will facilitate its implementation, thanks to the contribution of Ms Haldi Koit (European Commission).

Mr Gösta Petri (European Commission) provided a detailed presentation of the content and the legal framework of e-CODEX, underlining the importance of this infrastructure for the dematerialisation of judicial processes at European level.

The conference then provided an opportunity to demonstrate how the project partners will rely on existing tools and on the experience gained during previous achievements in order to succeed.

Prerequisites for the authentication of actors and the tools for searching the competent authorities were thus highlighted.

First, Mr Yiannis Salmatzidis (Aristotle University of Thessaloniki, hereinafter AUTH) underlined how Find a Bailiff, the European directory of bailiffs, will enable the practitioners concerned to communicate with each other and with the other actors in the proceedings; then Mr Daniel Pintilie (European Commission) presented the competent authorities search tool, Court Data Base. Finally, Mr Dragos Serban (European Commission) demonstrated how the e-EDES portal and the practitioner authentication system represent achievements in the field of securing electronic exchanges in the service of efficient cross-border service of documents.

Security, but also efficiency and speed, were at the heart of the presentations given by academic representatives and practitioners.

Digitalisation, which will become mandatory from 2025, is an essential means of modernising the service of documents, as highlighted by Ms Paola Giacalone and Mr Marco Giacalone from the Vrije Universiteit Brussel. It will contribute to strengthening respect for the adversarial principle and the effectiveness of judicial decisions, without calling into question the link with litigants. Thus, the speakers underlined the practical importance of Regulation 2020/1784 and electronic service, highlighting considerations such as the efficiency of procedures and the simplification of processes, as emphasised by Maître Lionel Decotte, French judicial officer.

For his part, the representative of the Hague Conference (HCCH), Mr Jean-Marc Pellet, drawing on the experience of iSupport, a case management system in matters of maintenance claims based on the use of e-CODEX, was able to aptly establish the link between technical challenges and practitioners’ needs.

In order to meet these challenges, Mr Fabrizio Turchi (Consiglio Nazionale delle Ricerche) and Mr Ion Pagkalos (AUTH) highlighted their experience acquired in particular through the implementation of TREIO and EXEC. Building on the success of these projects, they are supporting JODES in the implementation of e-CODEX tools. Their testimonies illustrated the added value of e-CODEX in the simplification and efficiency of judicial procedures.

The EUBF team, together with its partners from Nowina, Olivier Barette and David Naramski, concluded the conference by reaffirming the JODES project’s commitment to the modernisation of the profession of bailiff and judicial officer. They emphasised their willingness to welcome new partners.

In summary, the opening conference of the JODES project was a landmark event, bringing together key players in European justice around a common objective: the modernisation and standardisation of judicial procedures throughout Europe. With a robust infrastructure and reinforced commitment, the JODES project promises to transform the European legal landscape by promoting the adoption of electronic service of documents and facilitating access to justice for all.

This initiative contributes to strengthening the connectivity and accessibility of judicial resources throughout Europe.
